Fedora 30 introduces Boot Loader Specification (BLS),
it changes around grub entry configuration.

kernel entries aren't in grub.cfg. We can get the entries
by "grubby --info=ALL" command.

Introduce grub2bls as REBOOT_TYPE option for BLS.
