Belatedly...

Adding to this thread my colleague Lucas who did an audit of the users
of !CRYPTO_ALG_ALLOCATES_MEMORY to understand if we can add a constraint
to the definition of CRYPTO_ALG_ALLOCATES_MEMORY.
