FAILED: patch "[PATCH] io_uring: limit fixed table size by RLIMIT_NOFILE" failed to apply to 5.10-stable tree

If someone wants it applied there, or to any other stable or longterm
tree, then please email the backport, including the original git commit

Subject: [PATCH] io_uring: limit fixed table size by RLIMIT_NOFILE

Limit the number of files in io_uring fixed tables by RLIMIT_NOFILE,
that's the first and the simpliest restriction that we should impose.
