v3.14.y missing stable target patches..?

Hi Greg,

Just a heads up that v3.14.y appears to be missing all of the target
related stable patches merged during the v3.15-rc1 merge window.

I've gotten a few automated emails from Kamal (v3.13.y), Luis (v3.11.y)
and Ben (v3.2), but AFAICT none of these have made it to v3.14.y yet.

The list of commits is included below.

Is there a reason why these have not hit v3.14.y yet..?
