I submit the networking -stable queue at a time of my own choosing, and I rarely push to have a patch submitted to -stable immediately when it hits Linus's tree, in fact what I'm doing is actively avoiding that. I do this because I like to let patches cook in Linus's tree (up to 2 weeks) before I submit them upstream.
