    sched/fair: Fix vruntime_normalized() for remote non-migration wakeup

This commit is 3 lines in diffs. It fixes an issue where, during certain usecases, a task's vruntime may be greatly inflated, causing it to not execute with the priority that it should.

The commit it fixes went into 4.7 so the fix should go into 4.9, 4.14, and 4.18. I have verified the commit applies cleanly to 4.9.128, 4.14.71, and 4.18.9.

thanks,
Steve
