Subject: ibmvnic: Set state UP

From: Mick Tarsel <mjtarsel@xxxxxxxxxxxxxxxxxx>

[ Upstream commit e876a8a7e9dd89dc88c12ca2e81beb478dbe9897 ]

State is initially reported as UNKNOWN. Before register call
netif_carrier_off(). Once the device is opened, call netif_carrier_on() in
order to set the state to UP.
