WTF: patch "[PATCH] timekeeping: Eliminate the stale declaration of" was seriously submitted to be applied to the 4.14-stable tree?

The patch below was submitted to be applied to the 4.14-stable tree.

I fail to see how this patch meets the stable kernel rules as found at
Documentation/process/stable-kernel-rules.rst.

I could be totally wrong, and if so, please respond to
<stable@xxxxxxxxxxxxxxx> and let me know why this patch should be
applied. Otherwise, it is now dropped from my patch queues, never to be
seen again.

thanks,

Subject: [PATCH] timekeeping: Eliminate the stale declaration of
 ktime_get_raw_and_real_ts64()

Commit ba26621e63ce got rid of ktime_get_raw_and_real_ts64(), but left its
declaration behind.

Remove it.

Fixes: ba26621e63ce ("time: Remove duplicated code in ktime_get_raw_and_real()")
