Please cherry pick commit 173b8439e1ba362007315868928bf9d26e5cc5a6

    ext4: don't allow encrypted operations without keys

To the 4.9 LTS kernel.  The 4.4 and 4.1 kernels will require manual
backports, which I will send under separate cover.

This is needed to fix an xfstests failure: generic/419
