Missing hwmon/it87 driver fix

Please consider the following fix for the stable and longterm kernel
branches:

Subject: hwmon: (it87) Avoid registering the same chip on both SIO addresses

It fixes a major regression in the it87 hardware monitoring driver (the
driver will fail to load for affected users, so all functionality is
lost.)

Affected kernel versions: from 4.7 to 4.10. I have verified that the
upstream fix applies cleanly on 4.10 and 4.9 kernel branches.
