smatch detected a suspicious looking bitop condition:

  handle_timestamp() warn: suspicious bitop condition

(skb_shinfo(skb)->tx_flags | SKBTX_IN_PROGRESS is always non-zero,
so the logic is definitely not correct.  Use & to mask the correct
bit.
