FAILED: patch "[PATCH] clk: si5351: Set initial clkout rate when defined in platform" failed to apply to 3.9-stable tree

The patch below does not apply to the 3.9-stable tree.
If someone wants it applied there, or to any other stable or longterm
tree, then please email the backport, including the original git commit

clock-frequency property from platform data was read but never used.
Apply defined rate when clock is registered.
