net/mlx5e: Fix tc acts array not to be dependent on enum order
to the 6.0-stable tree which can be found at:

The filename of the patch is:

and it can be found in the queue-6.0 subdirectory.

The tc acts array should not be dependent on kernel internal
flow action id enum. Fix the array initialization.
