random: use proper jiffies comparison macro
to the 5.18-stable tree which can be found at:

The filename of the patch is:
random-use-proper-jiffies-comparison-macro.patch
and it can be found in the queue-5.18 subdirectory.

This expands to exactly the same code that it replaces, but makes things
consistent by using the same macro for jiffy comparisons throughout.
