try: ssh -T -l root -i /home/regman/.ssh/id_dsa.linuxprt -o StrictHostKeyChecking=no -oProtocol=2 -q -n -oBatchMode=yes lnx007 'halt;' & 

with white space between the hostname and the command to be executed on the remote server
