fatal error running SM with php74 on FreeBSD-12.1

We are setting up a test SM environment and cannot get past this error when
running configtest.php:

Fatal error: Uncaught Error: Call to undefined function
session_set_cookie_params() in
/usr/local/www/squirrelmail/functions/global.php:476 Stack trace: #0
/usr/local/www/squirrelmail/functions/global.php(457): sqsession_start() #1
/usr/local/www/squirrelmail/functions/global.php(175): sqsession_is_active() #2
include('/usr/local/www/...') #3 {main} thrown in
/usr/local/www/squirrelmail/functions/global.php on line 476

Our existing SM installation is running with php56 but that packaging is not
available for FreeBSd-12.1.  We get the sme result with PHP72 and PHP73.

A similar SM bug is reported as being closed.  See
