The problem is not with SquirrelMail.

Address Book != Distribution List

There are plenty of posts in the archives that address this point.  If
your users have this need, you need to provide them an appropriate
solution.  Depending on the exact need, that could be using mailing
list software such as mailman or installing the SquirrelMail Address
Book Grouping and Pagination plugin.  It's your responsibility to know
the limitations and applicability of each solution and choose the
right one.
