Attachment Question

Environment:
Redhat Enterprise Linux 5.3
Squirrelmail 1.4.19
Apache 2.2.12
PHP 5.2.9
Courier IMAP 4.3.1
Netmail 1.6 (Qmail 1.3 patched)

Users are locked down with Read/Reply only. Forward/Forward as Attachment
have been commented out of src/read_body.php.

Question:
In our previous webmail (Lotus) application, users could receive an email
with an attachment and when replying the attachment would still be
displayed at the bottom of the reply and viewable. In this environment,
when replying to an email with an attachment, the attachment is replaced
with the following text:  (See attached file: attachmentname).

Is there a way to leave the actual attachment attached to the reply? I know
what is going on in everybody's head right now.

1.  Why would the original sender need the attachment if they had it to
begin with?
          The user's don't actually reply. They start to reply and then
save it as a draft to keep the attachment handy as a reference. Email more
than 21 days old is automatically purged except for drafts via a cron
script.
2. Why doesn't the receiver just save the attachment and then reply and
reattach it?
          The users PC's using this Squirrelmail system is locked down
preventing them from saving attachments to their PC. When they attempt to
save an attachment they receive a drive: not accessible message.
