If there was, then a spammer could unblock themselves.  That doesn't
make much sense, does it?  The only administrative interface that an
*admin* could use to make this prefs change that I know of is the
Vadmin plugin (which, if you use, you should get the version that is
in its CVS repository).

This kind of feature is not provided.
