The Startup Folder plugin can redirect to a plugin page; in that case,
you'd have to create a plugin with the desired greeting page (make
sure to include typical SM authentication and startup scripts so it
cannot be exploited by non-logged in users).

You can also just use the built-in MOTD (message-of-the-day)
functionality in SM.  The greeting would show up at the top of the
message list only the first time after login.  You can set it by using
the SM config/conf.pl script or editing the configuration file
directly yourself.
