mail in other encoding

Hello,

i'm using SM in czech translation (encoding iso-8859-2, page encoding
iso-8859-2, encoding is taken from locale ???).

Some users need sent email in russian language (Russian alphabet) and
there is problem - mail is screwed with html entities. But if i switch
to russian translation, all is ok (encoding utf-8, page encoding
utf-8). So problem is that czech translation uses iso-8859-2 encoding
? If i changed to utf-8 (all translations will be genereted in utf-8)
everything will be working ?

I think that same problem must be with german translation (using
encoding iso-8859-1) and sending email with czech or other national
characters.
