This is for people who, for example, have a basic web hosting service
that offers limited access to the server.  For example, if you cannot
run perl scripts (which is what the SquirrelMail configuration script
is) on your web host), this is the place to look for help.

If you already have SquirrelMail working, you probably don't need this
page.  Also note that until just now, the page didn't make it clear
that the administrator plugin is an optional step and requires that
the web server have write access to the SM config.php file.
