Along with what Helmut mention ( as documented [1] ) you can take a look 
at the forced_prefs [2] plugin.  Don't let the name fool you, it has two 
options, one option ensures a value is always set to a value you want, 
regardless of what the user wants, and the other option allows you to 
set a value to start, and allows the user to modify after.
