Only in the change_sqlpass plugin.  I will be adding this to other
plugins later, but even still, your server has to have somewhere to
store a flag for it, and you didn't give ANY details about your mail
system.  PLEASE read and follow the mailing list posting guidelines
BEFORE you post.

Look at the Restrict Senders, Lockout and CAPTCHA plugins.
