As per your questions regarding with user'spreference change.

They both uses internet explorer.

The server clock are right accurate.

Yes, these are as , It was done only for heavy mailbox.

max_input_time = 150    ; Maximum amount of time each script may spend

memory_limit = 100M      ; Maximum amount of memory a script may consume 
(8MB)
upload_max_filesize = 8M
