If you don't use the "mail_fech" plugin there's no "Leave Mail on Server"
checkbox, so how can your users have it checked?

If you don't use the "mail_fetch" plugin, there's no way for SquirrelMail
to get mail from a POP server. Then you have to have a server side
solution to do it (which is prefered anyway).
