Not from just looking at the directory listing.  However, this is NOT
a standard SM installation.  SM does not put files outside its
directory tree.  So whomever made the package you are using might have
made some other changes in SM that cause these problems.  You need to
contact them for help solving your problem.  We don't support other
people's packages.

I already told you where to put them, but one more time: config/config.php
