As Paul said, "patch" is not a perl command, it's a base utility often
installed by default on most systems.  Try this:

  which patch

If it tells you it was not found, it's most likely not installed.
If you are the administrator of the system, install it using your
package manager.  If you are not the administrator, speak to them.
