If you are on shared hosting then you will only be able to get to /tmp from SSH to shell. I wouldn't advise that though as your host won't want you poking about in any directory higher as your /home/ directory. Check your webspace control panel and check that you haven't used up all your space as the first step to why you potentially can't write to disk.
