That means that the web server doesn't need to have access to the $HOME directories. You don't have to rewrite the binary. Write a wrapper script instead. I'm using Debian, and even though "/usr/sbin/userdel" is a binary, "/usr/sbin/deluser" is a Perl script. Even if you don't want to modifiy any of those two, write your own bash script wrapper to perform the deletions not carried out by userdel an deluser.
