You could probably use avelsieve in an administrative fashion by
building a wrapper script for it, enabling its proxy authentication
features (authz) and tweaking the code a bit.

In fact I've wanted to embed it in my web-based Cyrus administration
tool but this was not a priority since more important things needed to
be done first.
