Forwarding is implemented at local delivery agent level. Local delivery
agent is a program that gets messages from SMTP service and stores them in
user's mailbox.

SquirrelMail is email client and it does not care about all the internals
of your email service setup. In order to implement forwarding controls in
SquirrelMail, you need plugin that works with your local delivery agent
program.

Please provide information about used email system. Used SMTP server and
local delivery agent. Where do you store user information and how do you
configure forwarded addresses?
