If you use some zend extension, make sure that you can reproduce same error when web service is restarted or zend extension is disabled. If you don't use zend extension, show list of enabled plugins and check your PHP safe mode settings. If you have PHP safe_mode turned on, make sure that all scripts are owned by same user. If PHP safe_mode is not turned on, check permissions of all plugins/*/setup.php files.
