mod_chroot localizations doesn't work (SM 1.5.1)

Hello.
I have installed mod_chroot to my apache and everything seems to work 
find except every page from squirrelmail is english only, no matter what 
language is selected. When I disable mod_chroot, everything works as 
expected.

I have my directory tree for thw webserver in:
/var/www/localhost/htdocs/squirrelmail/
and the new chroot dir is
/var/www/

in addition I have created a tmp dir as in /var/www/tmp

As I understand mod_chroot, this should be sufficient to work, but 
obviously its not.

The 3 cookies are in place and the language cookie shows my de_DE.
