You do not have a port named "src" or a port named "1.0.0.0/8"

http_access allow test1
tcp_outoing_address 132.15.115.14 test1

acl test2 myportname 3129 src 1.0.0.0/8
http_access allow test2
tcp_outoing_address 132.15.115.15 test2


test1 and test3 (only for testing purpose) works fine, but test2 wont work.

Please explain how you are testing and what you are seeing happening that makes you say that.
