Put the IPv4 address of the peer into the cache_peer line instead of its
hostname.
If you are trying to influence how your system chooses between IPv4 and IPv6 for its outbound connections then you should look to understand how /etc/gai.conf operates on your system. Otherwise, if you only want squid in this instance to use IPv4 then go with Amos' suggestion above.
