Only the very latest releases define it as a built-in ACL. The currently more common Squid-3.x still require it in the config file. Also, one does not have to define it with a different name. Simply use the name which is built-in if you have a Squid version doing that part for you. It (and others such as "all", "localhost", "manager") are built-in exactly so admin do not have to bother with manually defining things that everybody needs to use.
