The issue is with acls and probably squidguard. You should add to the configuration something like: http_access allow localhost manager and also another line that will deny localhost traffic from being inspected. If the above as the first line doesn't sort it out I will need squid.conf to understand what is causing it. If you want to send the squid.conf privately feel free to do so.
