The basic/default configuration of Squid does not involve IP assignments at all. Just a listening port (3128) receiving all traffic sent to that port on any IP that machine has been configured to use (including localhost, local-scope, link-local, etc). Listening on just one IP:port is an optional extra you have to configure explicitly. That can be manually repeated for multiple IPs. You can also configure Squid to listen on a hostname:port and setup DNS to have a few IPs for that hostname. For when you want multiple IPs but not everything assigned to the machine.
