Developer tools is not browser specific.  Both IE and Firefox have it.  Not sure about Chrome.

Yes telerik fiddler is what I meant.  There is a free version I use.  I have not come across an open source equivalent.

I assume you mean http://www.telerik.com/fiddler ?

Is there anything similar to this available under an Open Source licence?
http://www.telerik.com/purchase.aspx seems to be a pretty expensive option.
