Back in the day, I used "traffic shaping" on the Cisco router to achieve that sort of thing.  It actually changes the traffic to fit your Internet link, versus limiting per-connection speed.

Still, this is off-topic.  Anyways, consult your CIOS documentation and good luck!  :)
