Thanks again for having a think about this.

with debug options 78.2, I get the following

I have set udp_incoming address to 192.168.192.184, eth0 ip address but if I leave this out I get

as it tries to then open the ipv6 port first. but still fails.

I can't see a port number, just the IP address. I am guessing now I may have missed something out of the kernel, but everything else seems to work, including Nginx on the same machine.
