squid: ERROR: Could not send signal 1 to process 4711: (1) Operation not permitted

hi ,
I have this error  after an update of my centos 6.6 system.
Logs files are empty and  i can't stop ou restart squid.

squid -v
Squid Cache: Version 3.1.23

ps -fu squid
UID        PID  PPID  C STIME TTY          TIME CMD
squid     4711  4708 20 Oct19 ?        2-02:05:21 (squid) -f 
/etc/squid/squid.conf

help please.
