SquidBlocker stable release 0.3.10 RPM

I am pleased to publicly release the first version of SquidBlocker which considered by me stable enough for production use.

SquidBlocker can replace squidguard blacklist functionality but with a whole another concept of blacklisting in it. The two main things I considered are fast updates and very very high up time. I have been working for quite some time on this version which was beta tested for weeks now. It doesn't contains all that I want but it does give more then many other tools.

I am not opening the sources for this tool yet and it will probably happen later in the future.
