Squid 3.5.2 will not start correctly "FATAL: Ipc::Mem::Segment::open failed to shm_open(/squid-ssl_session_cache.shm): (2) No such file or directory"

I have installed Squid 3.5.2 on the Smoothwall Express 3.1 firewall distribution and it will not start correctly. I get this error

I have patched main.cc with the enter_suid(); statements described in the fix for open_shm errors. But I keep getting the error of "squid-ssl_session_cache.shm" no such file or directory.

Where is the ssl_session_cache file or directory supposed to be? Why doesn't one exist? What might cause this file or directory to not exist?
