Delay Class 3 - Squid

I'm racking my brain to figure out why the error.

I've used a long time ago a rule delay pool but this time I am not able to implement ...

In my squid.conf looks like this:

delay_pools 1
delay_class 1 3
delay_parameters 1 50000/50000 24000/24000
delay_access 1 allow redeLOCAL


I am not able to work, giving the error is as follows:

[root@jmtpoax03 squid]# squid -k reconfigure
