I cannot compare their DataBase but they are very similar so much that almost none of their users will see the differences. I would not recommend using 3.4.8 RPM for CentOS to be installed on OEL. If you need an OEL build for 64 bit I might be able to kick a build next week for the current version and if it will run smoothly I will publish it. Another option is that you can use the latest SRPM from the OEL or CentOS and try to build squid from 0. The options for changes are at the kernel and some basic packages such as libltdl and maybe others. It's also differ between the version of OEL which gets extra updates using a paid account.
