Would you mind posting a copy of that mgr report? perhapse we can see
something unusual.

Squid-3 does use more memory overall than Squid-2. The latest versions
in particular use extra memory for transient (in-progress) transaction
processing which was previously passing through cache_mem and limited
by that.

Also, are you using HTTPS interception? there are known memory leaks
in OpenSSL.
