Thanx, that was the probelm, dblib-dev was not installed.
Which leads me to a suggestion:
As it is general policy to include most features of squid doing a plain
"./configure", which also includes _all_
external auth helpers, configure should also check for _all_ dependencies to
be satisfied. 
Obviously silently  ext_session_acl is not built, in case dblib-dev is
missing. 
I consider this not very consequent.
Alternative: Change the very generous policy of including almost everything
just to the opposite, to a 
"minimalistic" default "./configure". And then do appropiate checking for
dependencies.
This might also help to trace down some bugs, as the squid having this bugs
has a minimal set of 
code modules included.
