It depends solely on the request and response form. Try to download this one download with "debug_options ALL,1 11,3".It will show you the request and response and will probably explain why curl download is not caching while wget is caching.
Share the output of the debug options to cache.log of squid. If you need more help or a detailed help ask. Eliezer
